Are PVC's and PAC's the same thing as atrial fibrillations?

No.
There are four chambers to your heart.  2 atria (upper chambers) and 2 ventricles (lower chamber).  A PAC (premature atrial contraction) is when the upper chamber beats early than expected.  A PVC (premature ventricular contraction) is when the lower chamber beats earlier than expected.  Atrial fibrillation is erratic, uncontrolled, disorganized contractions of the upper chambers (atria).  They are treated very differently and are not the same.
