All I have that may be helpful are the number in the reference link I included in my response. The key point being a resting HR over 100 (usually taken sitting down) is considered too high for the "normal" person.
I see you are in the UK, and I understand you have to get a referral from your primary care doctor to see a specialist (cardiologist in the USA) - I think it would be a good idea to have your PC doctor check you out and decide if attention by a cardiologist is necessary.
I'd keep my HR for walking, or more stressful physical activity, below 150 until I could discuss with a doctor if I was experiencing similar HR numbers. I say this even if I were much younger, your age.

I do not fully understand your statements. Are the numbers 95-115 and 120-140 resting heart rates... just standing could be considered resting.
A HR consistently over 100 at rest should be checked. See:
