What if someone without a fast heart rate of 100 or above per minute takes metoprolol or torol? Could this mean serious complications?

No.  Only if the resting heart rate is around 60 or below.  The beta blockers are mostly for blood pressure, but they found that a side effect is to lower the heart rate.  It doesn't in everyone and, for the most part, only lowers it a bit.  One of the parameters of giving the BBs are that you take your pulse and hold if HR is 60 or below.  Sometimes, even for 50 or below.  Millions of people take bbs for BP and have normal HRs with no serious side effects.
