Can a person vaccinated for Hep B be a carrier

Suppose a woman is already vaccinated for Hepatitis B, then has unprotected sex with a man who is infected. She may not get infected with Hepatitis B, but if she has sex with another uninfected man later, would the uninfected man get it, assuming he is not vaccinated.

Highly unlikely.

First she should be tested for antibodies (HBsAb).If it is positive, then the uninfected man should be vaccinated.
