I am a chronic Hep B Patient but all my tests  including PCR are normal. i want to know whether I can have unprotected sex i.e without a condom with my partner. My ultrasound is also normal. My doctor has given me go ahead but I still am apprehensive. Kindly advise.

What exactly means normal ?

Regrading sex without condoms, you can have it only if your partner was vaccinated and theHBsAb are over 100 UI/ml (10 UI/ml is defined in literature but to be on a safe side 100 ui/ml or 250 ui/ml is a good option).

as long as you have HbsAg present you can infect other people, and doesn't mater on your other tests results.

if you have HbsAg present and your doctor give you a go ahead he is a ignorant and you should change it (normally you should report this doctor to the officials because he put in danger public healthy )

is true that regarding HBV sex transmission in case of low viral load some debate exist, but is a debate and no one confirm that this.

so, change the doctor or beater report the doctor and change after that and vaccinate your partner (is needed 3 dose for one complete vaccine 0, 1 and 6 month).
