Hepatitis. B vaccine

The doctor says I'm immune to HBV due to vaccine. The CDC says the vaccine is over 90% effective. Does that mean the virus works for me over 90% of the time or it works for 90% of people. I'm just curious why it's not 100% or like 99.9%

My interpretation on hbv vacine 90% success rate, and vacine is either 100% work or not work, 0%.
It is suggested after completing 3 shots of vaccination, test for hbsab to make sure the immunes system is responding to confirm vaccination is working
