Don't need to jump to conclusions yet. And don't let people scare you with things like transplant and liver cancer. Yes, there is that possibility. But there's a possibility of dying in a car accident tomorrow too. Doesn't mean you will avoid going out forever. The odds are very much in your boyfriend's favor that he will be okay, especailly with monitoring. Good luck.
Anything under 2000IU/ml is considered inactive and requires no treatment. Recently i was told the bar has risen to 1000IU/ml. You will have to know his liver enzyme count as well.
Let him see a hepatologist to determine his condition to know the kind of treatment needed. He might only need monitoring of his liver function untill treatment begins.
See your GP for vaccination agaisnt HBV if you haven't and check to see if you are immune to HBV if already vaccinated.
There is no cure but, there are a number of treatment that could help lower your viral load and reduce the acceleration of liver damage. With treatment he will have a normal life.

The war to chronic HBV is just in its adolescent stage. ( About 30% win, 70% fail) but much better than a dacade ago ( 90% fail)
I think the only way to win is prolonged long-acting interferon plus therapeutic vaccine ( HBV DNA , HbcAg and pre-S plus S vaccine) and a strong adjuvent.
