any doctors? need interpretation of results

hi - back in 1999, my husband (per the request of his mom and grandmother - who are both hep b carriers) asked his doctor to do a bloodtest.  the results came back saying: the presence of hep b surface antigens has been confirmed by antibody neutralization.  also, the word "present" appeared under the out of range column and "none" detected" for teh reference range.  we're just not sure what all this means??  is he just a carrier??  he got it from birth.  we're looking for personal health insurance now so we're wondering if this will affect anything.  we've been looking at web articles - but find them confusing.  his doctor, at the time, didn't explain too much - but told him that it's fine... no big deal type thing.  also, if he's just a carrier - will he always remain a carrier??  or can a status change??  thanks!!!
