hbs ag +ve

hai all ,I was heptitis b+ve .But when I gone medical test for Singapore immigration got a report like this HbsAg non reactive. and medical fit on 2006.But now (10/10/2009) I gone a card test and result is HbsAg +ve and count is 1.45   Now am go'ng 2 Dubai immigration clearence.Can I get pass medical test with this stge?what is HbsAg non reactive?Any difference between negative and non reactive?Any more test 2 find accurate?If one time gone +ve and later will any chance 2 get +ve?pls help me
