Burns and Blisters in the Buttocks and Penis area

I am investigating a case where a two year old child was admitted to the  hospital for being listless.  He went in without having burns and blisters, but he had diarrhea.  It was determined that he had a case of salmonella.  However, about 6 hours after being admitted, the burns and blisters appeared. (He was still in the hospital).  Doctors felt he might be allergic to latex, but they also stated that child abuse and neglect could not be ruled out.  Anyone know what might cause this?  Has anyone heard of this being a side effect of diarrhea?  Have there been other cases that you have heard of burns and blisters being a side effect of latex allergy?  Your assistance is appreciated.
