No, do me a favor and forget about those numbers, both of them are at the very low end of the scale and mean nothing, you really cant go anywhere but up from .13, different test will deliver slightly different results every time, the fact that say negative is all you need to focus on.
You have no risk exposure and 2 negative antibody test, you do not have hep c, you do not need any more testing, your needless worrying is not healthy and you need to get it under control.

Sorry to bother you again hrsepwrguy, but I just had one last question if you could kindly answer it.
Since I have had no known exposure I.e- no tattoos, no blood transfusions, no needles.. Except for getting my blood drawn at Sonora quest. Also I've been playing in a basketball league this summer, if it's possible to contract it from getting a cut while playing and then having someone's blood get in me. But I do not recall having anyone's blood on me, I've just gotten cuts from falling on the court.

At 16 weeks you are pretty good to go but the complete window period is 6 months

Absolutely, I see no risk of contracting HCV at all, from either scenario described. Those numbers will always bounce around a little, the only thing you need to focus on is that it says negative. you can test again at 6 months for confirmation.
Also, I just got my blood drawn on Monday at Sonora quest lab. I don't recall watching when they took out the needle, but I would hope they would use a new one in a sealed packaged.
If I got it from an infected needle on Monday, would antibodies have already made my value jump from .13 to .18?
