Description of a case

Above my pubic region located above my penis there is red bumps when i scratch them a red rash comes up. These red bumps are also on my inner thighs. There are no bumps on my penis however and white bumps on my scrotum. The white bumps do not itch or have an effect but, the red bumps however do tend to have an itchy irritation from time to time. I have had  no sexual activity at all!!! No touch or anything!!!!! Could this be STD at all? Please give me home products that might cure this and please state exactly what this is. Thanks alot PS if u had similiar problems like this description please state it to me also a cure if you found one remember i only want  what this could be, if by any chance it could be STD, a cure for this, or a similar story with those that have not had sexual activity at all whatso ever. Please do not tell me to go see a doctor i've been told and done so many times and i need more help and effort on this description. Thanks alot for your time every one out there
