GI-PA or anybody about health dept. HEP C tracting list??

Got genotype done recently and they also did a qualitative for Hep C. (weren't suppose to) The lab? sent the postive results back to my local health dept. I got a letter saying "As a part of the effort to control communicable disease, laboratories are required to report positive test results to the state bureau for public health. A part of this effort is reporting positive laboratory results for Hepatitis C virus." Enclosed was a generic brochure of hep C and a hand written note to please call the RN,? I live in a small rural community and everyone knows everyone type a deal. Needless to say, I didn't call. What is the story? I work with kids and am afraid for my job. (Promotions wont happen etc.) So, does anyone know what is the deal with this state list? why are they doing it? why make it public? I should think it should be confidential.????????????Any info would be appreciated. And look out, your blood work could become public info. too.
