Hep C treatment

My brother has hep C with cirrhosis, Stage A. The doctor wants to do the TIPS procedure. However he already gets encepalopathy and fluid buildup which had to be drained twice. Dr. said he may can do the interferon and ribavirin treatment after TIPS. He is afraid to have the TIPS because of encepalopathy. Has anyone had this procedure with any good results? He is not on a liver transplant list. Dr. said when he gets to Stage B, they put him on list. I was also wondering about the live donors. Anyone have had this? Thanks for any info.
