No, it is not the same situation as insertive anal sex.  You are talking about a blood "spot" touching the urethra for a second.  I'm trying to not to be too graphic, but anal sex would be blood and other rectal fluids being forced down your urethra by the action of moving a penis in and out of the rectum for a comparatively long period of time.   Even anal sex is not automatic - the chances of getting Hep C from a single incidence of unprotected insertive anal sex is less than 1%.

What I would recommend is accepting our advice and then get off the internet.  If you look long and hard enough, you will eventually find someone who is giving out incorrect information about Hepatitis C transmission.  You will also find some websites that say the Earth is flat and aliens are watching us.  Neither of these are true and you have not been infected with Hepatitis C.

Nope, that's not the way it is transmitted.   Hepatitis C infected blood needs to get into your bloodstream in order to infect you.   Blood touching your urethra is not a route that the virus can use to enter your bloodstream.   You would have had to have a fresh, open bleeding cut on the end of your penis, and even then it would not be guaranteed.   In health care settings, doctors and nurses who accidentally stick themselves with a needle that has just been used on a patient that they know is Hepatitis C positive only are infected at a rate of 3%.  of the time - 97% of the time, nothing happens.   What happened to you isn't even close to a needle stick, so your odds of becoming infected are extremely low, approaching zero.

It's gross, but not contagious.  You would have to have blood to blood contact.  Besides, you don't know if the blood spot was from a person who had HepC.
