Treatment for Hepatitis C for incarcerated son

My son's viral load is over 1,000,000 (don't have exact). Waiting for genotype from him. Also has hemachromatosis. Prison won't authorize treatment. Says (back in April,2000) that he doesn't warrant tx. He feels more fatigued, increase joint pain, anxious. How can they disallow treatment when testing shows increases. Other liver function tests are within normal limits. We know that this can be the case even in Hep C patients. Is there anything we can do?
