possible spread of hcv through injection ( drawing blood )

I had few tattoes made in September 2014 . Then I tested for anti hcv and hep b test on July 24th 2015 @ 10 months later . They were NEGATIVE. I wish to know the window period of recent hcv infection ( if I had unprotected sexual exposure recently ) in fact after that unsafe sexual exposure @ 17 weeks virtually 4 months I got tested NEGATIVE .so hope iam HCV negative ??????????

my second question to the forum is that I had multiple hiv tests which came NEGATIVE after 13 weeks post PEP .my concern is that is this possible that when the health care worker draws blood from New clean disposable needle/ syringe ( needle insertion for drawing blood) , and when he releases the injection / needle , to block the blood from the injection site , he puts cotton and tells me to press the injection site with cotton for few minutes , so IS THIS POSSIBLE route of hcv transmission @ if cotton has hcv infected blood or may b the hcv infected blood is there in the health workers hand ? Like hiv can't survive in open air and if clean syringe/ needle is used so when the syringe for drawing blood comes out , to stop the blood flow , either hcv infected blood in cotton or hcv infected blood hands of health care worker can infect me with HCV ????

You were not at risk for hep c from the scenario described also there is a LOT of IF'S in that scenario, as for the HIV questions please refer them to the HIV forum, I know, you know where it is.

Also my anti hcv result was .04 and reference value was 1.00. This means iam hcv negative .right . ??????
