The difference between Acute and chronic disease is time. If the infection is less than 6 months this is the acute phase. If the disease progresses beyond 6 months it is a chronic disease.

If your Girl friend has HepC the vl makes no difference to disease progression.

HepB viral DNA indicates how actively the virus is replicating.  It's important for your girlfriend to monitor her HepB viral DNA level.  If she doesn't clear the virus within 6 months of intitial infection, she is consider chronic, and may need treatment to supress the virus.  The DNA count tends to fluctuate even for chronic carriers due to an individual immunoresponse.

High DNA is not good because it mean that more HepB virus completed its replicating cycle.  These virus will eventually attach itselfs to helathy liver cells.  Therefore, it's no surprise that high HepB DNA is correlated to higher risk for cirrhosis and liver cancer over time.
