Yes, if the patient has negative HCV RNA by PCR results, then he/she was not infected at the time the test sample was taken.
Explain to the patient that he/she will likely continue to test positive/reactive to either HCV antibody and HCV RIBA for life. These results will not necessarily be indicative of active, ongoing infection.
Multiple (serial) PCR testing is highly conclusive for infection. Make sure the patient understands that presence of HCV antibodies does not confer immunity ) unlike Hep A/Hep B) and that future exposure/risky lifestyle may result in re-infection.

Thanks so much for responding Bill. I have one more question. When you say that the PCR results are conclusive, are you saying that they do not have Hep C?
If the patient has resolved the virus, whether this occurs spontaneously or via antiviral therapy, the HCV RIBA will continue to result in positive/reactive status.
HCV RIBA confirms infection past or present, but does not address presence of active, RNA virus.
The HCV RNA by PCR results should be conclusive.
