1 in 1000 encounters statistic?

I have seen the statistic that the odds of getting herpes from someone who has it is 1 out of 1000 encounters. I just wanted to clarify, that is if the infected person knows they have herpes (90% of infected people don't know they have it, right?) and can therefore avoid sex during outbreaks. Does anyone have a guess what the odds are if the person is infected but doesn't know it?

For any single exposure the rates don't change. The people who don't  know they have it is because they don't have outbreaks. Or in rare cases thinks it's something else. That being said anybody with lesions probably isn't going to want sex.
Yes there are cases where outbreaks are very mild and that may present a greater risk but over all most people who don't  know they have it is because they have no symptoms
