Bumps on Penis Over a Month

About a month ago I noticed a small bump on the shaft of my penis.  This bump kind of looked like a pimple really small and never burst or anything. 2 more tiny bumps appeared near that area as well.  These bumps have been there over a month now. I have also start to see skin color bumps begin to appear around the base of my penis (Numerous ones). they are really too shallow to feel but i can see them.  I have since gotten tested for everything but herpes/hpv because they didnt offer free testing at the clinic. im still waiting to hear my results for the tests, but i did get back my HIV which was negative (what a relief).    But I will be getting the rest of the tests done soon.

My question is two fold. One I feel like this might be herpes, and if so, how come these bumps haven't blistered and remained for over a month/ 2 months now.  2. i've been taking L-lysine in fear I might have HSV (cause i heard it works) , and could that be the cause for the bumps to not burst or go away.

Side Note: 3 years ago I had a pimple like thing on my penis that scabbed and healed up. the urologist at the time told me it was nothing. I havent seen anything since now.

Im 25/M in a relationship since nov.  Im in fear that if i do have something I most certainly gave it to my partner... ugh
