Bumps on head of penis...??? ???

Ive been noticing little bumps on the head of my penis and ive been really itchy around my testicles, thighs and butt for about the last 2 months.
i was prescribed some 1%cortizone cream and have been using it for the last month and im still VERY itchy..
two bumps 1cm in diameter have developed and seem hardened on the head of my penis.. also bigger type bumps on my butt. the bumps on my penis seem slightly hard, dry ,split. and raised... Im VERY concerned.

herpes wouldn't stick around like this for 2 months. I recommend returning to your provider and letting them know that the topical steroids aren't working and get a further evaluation.
