Bumps on scrotum

I have 1 bump on the right side of the scrotum and 2 on the left side that are the same size as the hair follicle bumps but are perfectly round.  They are itchy to the touch but not painfull.  Not sure how long they've been there, but I think I noticed something similar to this before the possible exposure in a different spot.  

Ingrown hairs?  What do those look like?
Could they be follicle bumps that had the hair pulled out or the hair fell out?

Well you gotta realize the main thing keeping me from freaking out was not having symptoms.  Now I might have symptoms.

The sites on the internet only show extreme cases of herpes, so I don't know what a mild one is like and I don't know what an ingrown hair is like.  I don't know if herpes bleed or w/e...

You sure? Never had an ingrown hair before so I dunno what that looks like.

no... It's NOT herpes.... Stop picking an probing down there or you will get an infection..

I poked it to see if there was a hair follicle in it and it bled a little, do herpes lesions bleed?

This may sound silly but I yanked out some of the pubic hairs around these bumps to see if they formed similar bumps.  The next day I noticed a single dark red bump in the same area.  

Could this be the beginning of an ingrown hair or could this be a herpes lesion and the itching I felt before a prodrome?

doubt it is herpes.. If it is a recurrrent infection it would be on one side of the body. Sounds like something with the folicles....
