Can Herpes ulcers form without being blisters first?

Hi, I've had genital herpes for about 8 years. But have not noticed any outbreaks apart from the initial one when I got diagnosed.
The first time I developed blisters around/on my penis head, that broke after a few days and became ulcers. It was itchy and uncomfortable/painful.

Now I have a small cluster of ulcers (5 to exact) just under my foreskin, on top of the penis. But they did not start as blisters. I first noticed small cuts - looked like the skin had cracked, so I thought maybe I had stretched it too much or it was dry. But in a day these cuts turned into ulcers.
Is this likely herpes or shold I look for other causes.
They are equally painful as I remember my herpes outbreak. They are very lightly wet, not enough to spill out but I notice it when I put a dry tissue on top. They are red around the edges.
They appeared about a month after my last sexual intercourse, which was with condom but I did receive oral sex without from a female (I'm a male)

This surely can be another outbreak of herpes.

Lesions can present like papercuts.
