Can this be a herpes outbreak?

A few days ago I shaved my face. But today, I found a very small reddish looking pimple on the bottom of my lower lip. I looked very very closely for details of the bump, and noticed a tiny hair was growing out. (like an ingrown hair) It's a single bump. I plucked the hair out, and the bump remains with the redness of the bump. Can this be a herpes outbreak?
My other question is: How can you tell if it's herpes or an ingrown hair?

I squeezed the bump and nothing came out.
Can someone PLEASE answer my question !!!? I'm paranoid!

stop squeezing it.

this sounds like it's a pimple or an irritated hair follicle since you said a hair was there. Leave your hands off of it and it should heal. YOu can also try holding ice to it periodically to cut down on redness if it seems really noticeable to you.
