I would like to know the risks of transmission of the HSV-1 virus to either of our genital areas and what the next steps would be.
Well only time will tell - should he get any obvious genital symptoms within the next 3 weeks he should see his provider. Otherwise it's not likely he contracted it genitally.
If your partner doesn't have herpes , you aren't going to get genital herpes from them.

no he wouldn't have contracted hsv1 orally that quickly to transmit it back to you plus your own hsv1 infection gives you significant protection from contracting hsv1 on other body parts.
If he's never been tested before for herpes and just assumes a lack of symptoms means a lack of infection then he can get a test now to see what his prior status is. Chances are good that if he really is hsv1 negative and he contracts hsv1 genitally - it'll be quite obvious what's going on.
depends on his actual hsv1 status and luck. It's actually not a huge risk over all but it's just not a good idea to do because it can be a risk. does that make any sense at all?
