Clustered itchy bumps on left inner thigh

My left inner thigh is itchy, but the itch just came at random. I looked at my thigh to see what's
going on and I've noticed that on my left inner thigh, there's a cluster of raised bumps, skin colored and pinkish, not red, and not painful.. but occasionally itchy. They're many, around an 2-inch on a circle diameter only on my left inner thigh. They do not look like blisters, they do not look like fluid filled blisters, but some of them looks like they have white pus-like fluid inside. What are these? What do you think these are? Please help.
By the way, I don't think they are infectious because yesterday they were itching very bad and my scrotum always comes in contact with the bumpy itchy skin but up until now my scrotum and right inner thigh doesn't itch.
What do you think these are? please help. They do not hurt and they do not have a red base.
I'm scared what these might be? Do you think it's a rash, ringworm, or herpes?
