Concerned about herpes after receiving oral

About 2.5 weeks ago I received unprotected oral from a questionable girl who I do not know well. After she finished I used a "wet one" cleansing wipe on my penis and when I got home washed myself again with a bar of scented bar of soap. The next day I noticed primarily that the bumps that surround my penis head were inflamed, then also noticed the head of my penis became redish with many very tiny bumps, which I believe are inflamed/irritated glans BUT sometimes these irritated tiny red bumps are bordered and are not on the entire penis head. Overall I have not felt sick at all, but I've been stressing out constantly. My testicles at some times felt a certain pressure, no blisters clusters or pain. The only itching I've noticed was slight and around my butt area. 1 week after exposure I tested negative to all STDs including igm and igg hsv. I will retest at 6 weeks. Although my doctors agree it is not typical herpes symptoms, they let me know that it can be different for everyone and redness rash on penis head may be herpes. I've been using anti fungal and cortisone topically, have not seen major improvement but has also not gotten worse or changed. It does feel sensitive when rubbing against my boxer shorts, no pain urinating.

Is igm at 1 week while having symptoms a good sign as negative or a useless test taken during an inconclusive window?

Can these symptoms be herpes?

Can this be something else that was transmitted orally that would not show up on STD blood or urine tests at 1 week?

Would my symptoms be more obvious if herpes?

I can't address that question because I've not seen you specifically, but itching can be caused by fungal infections, bacterial infections, hemorrhoids.  I'm sure there are other things.  This is not something I can help you with.

My concern is that I've read most symptoms are mild or missed but are still herpes. So my redness and itching might be herpes in my mind even without typical symptoms .. What else could this be?

Well the itching is near my anus / where the testicles meet the leg, the actual visible symptoms are on the glans or penis head which has remained inflamed around the "corona"? Don't know if that is the word.. And also red patches on the glans which seem irritated .. Could these be mild symptoms for hsv or most likely something else I could get from oral, what else could it be

No, we don't take pictures.  I would be very surprised if HSV only around the anus lasted for two weeks with no visible sores.  
IgM is never ever useful.

My igg tests for hsv 1/2 were both extremely low.. I think I had chicken pox, I've had canker sores but no fever blisters on lip. I can post pictures of my penis head/glans if that will help? As of now I'm still itchy at my anus and this comes and goes but would that be something that lasts for 2.5 weeks with an initial herpes outbreak? Is igm testing at 1 week useful?

Nothing you have described sounds like herpes to me so far.
Have you ever in your life had a cold sore on your lip, even as a child?  
The risk here is for HSV 1, not HSV 2.  Let me know your answer and perhaps I can help you more.

I took antibiotics and valtrex at week 1 after my doctor saw me before results were even in as precaution, I get most concerned when I see maybe a group of 10 glans more noticeable or bigger than the rest that reminds me of what a pimple or blister could look like at the early stages I will try to post links to pictures

Some of the penis head is a whiter type of color while the front top is the redish color I described. I noticed the very outside tip of the urethra is now red no pain urinating.

Should I be concerned that I see no major improvement after 2.5 weeks. To me herpes would seem most logical after unprotected oral and this persistent rash on my penis head.. Could I be wrong and there are other reasons for these symptoms. My doctors didn't give me any definitive answer.. I'm a 25 year old male with acne issues.. But this slight itch in the genital area and persistent red rash has me extremely concerned
