Confused with Herpes

I have herpes only on my lower inner left thigh. I've never had sores any where else and myoutbreaks area always in the same spot. Is this considered genital herpes?

Yes it is.  You also are most likely shedding the virus from the anogenital area at the time of your ob's and periodically in between obvious lesions. It's not just from the location o fyour thigh lesions.
