Could I have herpes or just a UTI?

Two weeks ago I received protected (I used a condom) oral sex from a scandalous girl. About 2 days later I felt tingling in the tip of my penis and had an intense itching sensation in my pubic region, and on the side of my legs. The itching went away pretty quickly. The tip of my penis started to burn and became inflamed a few days after that. A few days after that I had mildly painful burning sensation on the side of my penis. It felt like a razor burn. I didnt notice anything extremely out of the ordinary, but its hard to tell, since you start freaking out and convincing yourself stuff. This burning feeling went away, but it would be made more intese when I inspected myself by twisting and stretching the penis to look for any abnormalities. About a week after that my testicles started to hurt really badly, i had trouble urinating, and I had small amounts pee leaking from my dick throughout the day (mostly at night). I went to the doctor and she didn't even give me the time of day when I asked if it was herpes, and said my skin was fine. She tested me for bacteria by sticking something up the tip of my penis. The test came up positive, and she said it was a UTI. She put in a test for chlamydia. I have been given doxycycline for 2 weeks (2 pills a day). Last night was the first night I took the medicine. After taking the first pill I had a huge urge to drink alot of water (2 liters), and passed urine like 20 times in an hour. I also have been having diarrhea a lot lately. And one day I think I had a fever. My question is do you think there is a chance that I have herpes? Either from that episode of oral sex, or i had it from a previous sexual encounter, but it was brought out from the stress of this whole ordeal?

at this point I'd just wait and see what else happens. Not unusual in males for spicy foods, caffeine and alcohol to make symptoms worse either.

Here is what has happened since we left off:

I completed the antibiotic treatment (doxycycline for 2 weeks), and went for a followup. The Dr did a physical examination, and said that the infection was gone, and that I was fine to be sexual active, and drink, and do w/e. My current symptoms (pain in the tip of the penis, constant urge to urinate, trouble peeing, pain in the testicles, and uncontrollable fluid leaking (which is pee i think). She said that it is not unusual at all for symptoms to preside for up to 2 weeks after the antibiotic treatment. She put out another test for chlymdia and gonorrhea (the first one came up negative but was barley within the window time of exposure for positive results). She said to schedule another appointment if my symptoms get really bad. She refused to test me for herpes. Saying there was no point, and I didn't have it. Last night I drank alot because I was watching a sports game, and enjoying myself for the first time in a while. Today I have felt the need to pass urine quite often, and am unable to go the majority of the time. I also have had alot of leakage, and testicular pain.

My questions are the following:
1.) Is it common like she said for symptoms to preside for up to 2 weeks after treatment, or should I go see another dr?
2.) Does this increase in the intensity of my symptoms constitute another visit to the dr?
3.) Does this sound like an NGU to you?

What do you suggest I do right now?

condoms are effective for preventing oral to genital transmission of herpes - almost 100% in fact. For genital to genital sex, they are about 30% effective on average due to the fact that the condom only covers the penis.  Since with oral sex , oral to penis contact is pretty much all the significant contact, they really do help a lot. make more sense?

once you've completed your antibiotics for ngu, I wouldn't be concerned about having something contagious to others.

Let me start by saving thank you for your response. I really appreciate your help.

I was confused when I said UTI.The actual diagnose was NGU.  Which to my understanding means I have a bacterial infection, but it was not caused by gonorrhea. I have been on antibiotics for a two days now, and I am starting to feel better. My testicles still really hurt, and the tip of my penis is sometimes sore. Also I am still having pea leakage. I feel tired all the time, and I occasionally am having fevers and headaches.

About the herpes...
I read online from WebMD that herpes can be spread through oral sex. http://www.webmd.com/genital-herpes/guide/genital-herpes-basics
I also read that condoms aren't effective, since it is spread through skin contact. Assuming I clear up by the end of the course of anti-biotics, and my test comes back negative for chlamydia...would you say I am safe to have sex again without fear of infecting others?  Or should I wait and get tested for herpes? My biggest fear is infecting someone else...I could not live with myself if I did.

Other than the oral sex scenario, the last exchange I had was having sex with a girl over 4 months ago, and didn't use a condom. She never mentioned any stds to me. And I have not had any symptoms till now. I got tested before that for EVERYTHING because I needed to for a visa, and I was clean. I have never had an STD before or anything.

protected oral sex isn't a risk for herpes or other stds.

this doesn't sound at all like herpes.  continue to follow up with your provider as needed.
