Do I have Herpes? Test say not, But stil OUTBREAKS

I have been experiencing recurring genital sores on my penis since August.  I am a gay male and had unprotected oral sex with two partners over the summer while I was visiting family in Houston, Texas.  I had a blister on my penis that looked like a mosquito bite that popped in the shower and bled then later healed.  The sore appeared after being in Houston for a couple days without electricity because of Hurricane Ike, so I thought it had to do with the heat and humidity.  I got it checked when i got back to California and the doctor said it was probably herpes and performed a blood test for hsv 1 and hsv 2, which both came back negative.  I was tested for other stds including HIV, which also came back negative.  This was in October.

At the end of October, itching occurred around my penis again and i noticed a rash and used lotrimin, which helped.  I saw another doctor who said it was just jock itch and had nothing to worry about.  In December I was with another partner with who I just mutual masturbated with, no oral or anal sex was performed.  During  late December-January sores began to appear again, but mostly on my groin where most of my pubic hair is.  They were tiny blisters that were sore when touched and were itchy. These were never clustered.  I went to another Doctor who once again said it was probably herpes, but tested for hsv 2 with a swab and a herpeselect blood test, which both came back negative.  There were blisters on my mouth as well that he said were probably herpes and did not test for hsv 1.

At the beginning of this month, sores once again appeared on the groin and one on my penis.  They were sore when touched, but not itchy and the sores lasted for a week.  First one appeared on the fold between my scrotum and my thigh, which was small and lasted for 2 days.  After that a sore appeared on my penis that was a larger blister and weeped.  I noticed that white pus that looked like toothpaste came out.  Once that healed a small blister appeared on my pubic hair area. The sores are never in clusters and look like pimples or mosquito bites. They weep but look like popped pimples and don't really crust. went to the doctor last week and said that he didn't know if it was herpes since i tested negative for hsv 2.  There were sores around my mouth, but he said that they were probably acne.  I have a hard time trusting what he says because he uses "probably" and has not diagnosed me fully.  He has referred me to an infectious disease doctor.

My question has to do with the reliability of herpes blood tests. Is there a great chance that my negative hsv 2 culture and herpeselect blood test are false-negatives.   Also, since I have tested negative for hsv 2 recently, can the sores on my groin area be related to hsv 1? Lastly, can the sores be due to something besides herpes and what can that be? I have been worrying about this for the last week and have scheduled another std test for Saturday because my appointment with the infectious disease doctor is not until next month.

My doctor tested only for hsv2 because he told me that I probably have hsv1 already because he said I had cold sores, though I'm thinking it could have been acne because he does not seem to know much about herpes.  My herpeselect test for hsv 2 was 0.08 and there was no detection of antibodies.  Does that include hsv1 antibodies or only hsv2?

the only thing i can think it is is jock itch. Other then that i cant think of what it could be other then herpes. But i think u ruled that out. U would be positive by now.
