Do I have Herpes/HPV

I am a 15 yr old male and had unprotected sex about 7 months ago and about a month later i have noticed these very veery small red dots below the head of my penis. (I am not circumcised). Way before I had unprotected sex I had alott of small hard white bumps around the base of the head. (like their lined up). I donot itch or burn when I urinate although I SOMETIMES have discharges through the penis when im sitting down. The discharge is a clear liquid, not puss. The red dots and redness sometimes goes away completley and sometimes show alot. Some parts on the head sometimes burns. I thought this might be a case of herpes or HPV. I am really worried. What do you think?
