Do i have herpes, please help...?

I'll try to keep this as short as possible.  A couple of months ago I had protected sex with a girl and very soon after I noticed a small lesion on the inside "urethra" of my penis.  I had a relatively constant pain but never hurt when I urined, I couldn't see any abnormal discharge but it was wet from  being on the inside, I only noticed because I saw a very small amount of blood in my semen.  No itching, severe burning, body aches, nothing.  It went away after a little over a week, I was tested for everything including Herpes via blood and culture, everything was negative.  Now, 6 months later, I had sex with a different girl this past weekend.  I used a condom but not during oral.  It just so happened that these were the same condoms I had used with previous girl 6 months ago, exact same package and everything.  They have been in my car for some time.  Immediately after sex there was a bright red irritation on the circumcised area of my penis, it didn't really hurt, but did have a constant discomfort.  It stayed bright red for a full day and next day when I woke up there were two small "lesions" or openings.  Again, they don't really hurt, I don't feel sick, just really depressed and confused.  It doesn't hurt when I urine, and i've looked at alot of photos, but IDK WHAT THIS IS!?!?!??!  I went to the doctor yesterday, he said most likely it is herpes, the girl i had sex with is getting tested too but she has had no symptoms so far whatsoever... my question is, am i allergic to this condom? i've read that allergy to latex can cause blisters.  Also, it seems strange that I would get an irritation twice from the same pack of condoms... Any advice please help me, i'm so scared and don't know what to do...  anyone have herpes previously or can help me with this?!?!?!?!??!
