Do i have herpes( hsv-2 blood test 0.0)?

Dear Dr,
I think i was exposed to herpes about 9 weeks ago.  I started to experience herpes type symptoms
a. There is a weird tingling in my testicles (towards the back)
b. Little red bumps on the edge of the penis head and bottom of the penis
c. Mild pain and discomfort
d. There were these weird darkish brown spots on the shaft of the penis that had hair growing out of them
e. redness around the urethra

I did a lot of stupid things that could of made the situation worst
a. washed my penis and testicles with a harsh benzel based face wash (dots got worst after that)
b. thought that it was jock itch so have been using an anti fungal to get rid of them
c. started taking valtrex and symptoms went away a few days later
d. Moved into a new house with a new dog

I have also done some good things  
a. Went and saw a dermatologist and he said definitely not herpes said brown spots could possible be warts and froze them off, they have completely disappeared and you cant tell they were there. Also there was hair growing out of both of them.
b. got a igg hsv-1 hsv-2 blood test (ranges for hsv-2 0.0 hsv-1 0.4)

Am i in the clear? Is it possible to experience herpes symptoms without the virus being in your blood.  The pain and tingling sensations are very mild and I could have manifested those sensations in my head.  Is 9 weeks traditionally enough time to pass for blood test to show positive. Also can you have herpes symptoms without having herpes show on a blood test.  I am going to see one more doctor and if she tells me I am in the clear then i will accept that.  Do you think that I am fine and that going to one more doctor would be a waste of time (and money)? Please help me put my mind at ease, you seem very educated on the herpes virus...

I forgot to add that i started noticing the red spots 3-4 weeks after sexual encounter also i used a condom for most the time and took it off for the last 5 mins.  If that helps at all. Also on the subject of valtrex i took it for 5 days a week ago, and now the red dots have come back or never went away would a week be to soon for valtrex to take away herpes symptoms and then bring them back
