Do i have herpes

I had protected sex about 3 months ago.  I had HPV before this encounter.  2 days after I had pain in my penis and soon after redness and burning on my anus.  I also had tingling on inner thighs.  This lasted for about 5 weeks and the pain slowly subsided.  I went a month and it then started all over not quite as extreme as the first time symptoms have gone on now for over 5 weeks and now have developed tingling in my feet,hands, face, and lower back.  Is this herpes or something else like a fungus?

I tested for everything at 2 weeks out and was negative but I know that was probably to early for herpes.  Does this sound like herpes?  I've had no leisions with either episode.
