Does Herpes present itself as black spots in people with tan or darker skin?

I have been back and forth to doctors and forums asking the question does Herpes present itself as black spots on the penis shaft? There has to be someone out their with insight. Any help is appreciated.

Black spots on the penis shaft can be many, many things - not just herpes.
