Does a current outbreak mean my IgG test should be positive?

I'm a single male in a relationship with a woman who has HSV1 & 2. About two weeks ago, I developed a small white sore on my lower lip. It's mildly painful to the touch but I ignored it. All my prior blood tests have been absolutely negative (less than 0.90 IgG for both HSV 1 & 2). So, in light of this sore I went ahead and got tested again, and results came back still negative BUT HSV1 IgG is at 0.11, which is more than my previous results; HSV2 is less than 0.90).

For reference, the range of values is:
Less than or equal to 0.90 is negative
      0.91 - 1.09 is equivocal
Greater than or equal to 1.10 is positive

The outbreak has gotten pretty bad. I dabbed some hydrogen peroxide on the sore and it bubbled a lot. I also dabbed some apple cider vinegar on it, which caused the lower lip to swell like a balloon and the sore to become pus-filled and raging. The swelling has since died down, but the sore hasn't gone away.

I went to an urgent care doctor who said it could bacterial or viral, but he only prescribed an antibiotic.

I got the Herpes test independently at one of the self-lab places, and the result is as described above.

So, with my HSV1 antibody count at 0.11 instead of less than 0.90, does that mean I'm infected and my antibody count is on the rise? Or can I safely say I absolutely don't have HSV1?

Also, does hydrogen peroxide react like that to a Herpes sore, or by it bubbling indicate more of a bacterial infection?

I went to another doctor, my family doctor, and she said it is unlikely to be Herpes after looking at the sore. She did do a swab test and it came back negative. As of yesterday the sore has completely cleared up. The family doctor said some people just get mouth sores.

Correction: all my previous results have been less than 0.10 (not 0.90 as I wrote above). So, this is the first time I have seen it over 0.10.

Hsvigg blood tests look for antibodies the body makes to combat the virus and not the virus itself. It takes time to build them. Usually 3-12 weeks. 3 weeks being on the rare side. So if you were recently infected, your primary outbreak would happen before you built the antibodies. Meaning the test would be negative.
Now that being said, this doesn't mean what you have going on is hsv.
Putting things like Apple cider vinegar on things like this is a bad idea. It's highly acidic and can cause exactly what happened to you. It seems your Dr didn't think it was hsv.
