Dry skin and small red bumps on penis

I woke up about 4 days ago and noticed that the under side of my penis was dry and the skin was flaking.  I took a shower and the some of the skin washed off and then put some lotion on it.  I noticed the next day that there were small red bumps (didnt look like blisters) on the under side of my penis.  The pumps were spread out and only on the right and left side of the bottom and none were in the middle where it had originally been dry and flaking.  It looks like the red bumps either turned into scabs or the dry skin has spread over.  I never noticed any blisters or anything oozing/pussing.  There is some itching but not where the bumps or dry skin is, mostly just on my scrotum and there are no signs of bumps there.

My girlfriend told me that a while back she had a scare but was tested several times and all of the tests came back negative.  Any idea what this might be or what it sounds like?

this sounds more like a fungal infection than it does herpes but you need to go and be seen and get a proper medical evaluation done to know for sure.
