Genital herpes or what?

I've had what seems to be a gentian herpes outbreak for around 12 weeks now, I got on fluid filled blister on the side of my penis but it hasn't popped since i got it. My penis head is covered in little blister bump red things along with cracked skin. I don't really feel any pain and it only gets really red if I have an erection. I've gone to doctors but as of late I only get fungal or steroid creams which have not helped at all. I even got prescribed Acyclovir which again did not one thing.

Did your Dr swab or biopsy the a sore. This surely is not hsv as herpes lesions absolutely do not last twelve weeks.
