Your partner gets cold sores and so do you. That means you both already have hsv1 orally. You are very unlikely to get it again in the genital area through oral sex. Since you are both virgins and know you both get cold sores, no need for any herpes blood testing.
What you are describing doesn't sound like herpes. It could be something completely normal even. The best thing to do is to not shave your pubic hair off around the actual genitals for awhile and let things heal. From your description, it doesn't sound like Herpes. If hairs are coming out of each of these bumps, than it is most certainly not herpes. What you are seeing are irritated hair follicles, a condition termed folliculitis. This is simply irritated of the hair follicles, brought on by shaving, especially if you are using a rough electric razor.
You should follow up with your doctor if you are worried about having Herpes. Chances are you do not, since you practice safe sex. But at this point it seems like you are making mountains out of molehills, and that there isn't much to be worried about. Just from now on use condoms and dental jams during oral sex.
