Herpes or something else.

Yesterday I scratched the inside of my upper thigh right next to my scrotum and noticed it was a bit itchy when I did. So I looked and saw very small red bumps and dry skin. They didn't hurt and they weren't blisters. They were all individual bumps around an area of an inch or two. A few hours later I scratched at it to see what happened. It just looked like I was rubbing off dead skin. There was no fluid and no pain. They didn't appear to be blisters. Today I checked again, which is about 12 hours since I scratched away the skin and there are no scabs or anything. Just red dots where the bumps were. I've had no symptoms of herpes at all and if I didn't look after I scratched, I wouldn't even know I had these bumps.  There's no pain. I even showered with the red dots of skin and can't tell anything is down there so it's not raw skin. I've been sleeping with a few friends and they all were tested pretty recently and came back negative.  I have athletes foot on the same leg as these bumps so I'm wondering if I may have passed the fungus up to my thigh or if it's something else. Anyway any help would be appreciated. Also, of these bumps were herpes, would they be filled with fluid and be blisters? These weren't blister like and had no fluid and the skin peeled away pretty easily.

Yes. Herpes lesions generally progress quickly into fluid filled blisters. This isn't 100% but the majority. What you describe does not make me think it's hsv related at all.
