It would be incredibly rare to have lesions inside the urethra and none on the outside as well.
Cold symptoms don't have anything to do with hsv. Your symptoms don't even remotely sound like hsv at all

Again squints is correct. In the absence of lesions these are not symptoms on their own. The problem with reading the symptoms list is people don't understand the virus or the context of said symptoms
I agree with the docs, a primary outbreak usually happens between 3 and 10 days after exposure and swabs are only accurate when a lession is swabbed, and you haven't had any. Just keep an eye on it, not too close of an eye tho because constantly messing with it thinking "omg this is herpes" will cause irritation from fiddling with your junk so often. I would suggest getting an igg test now so you know your current status and then one at 12 to 16 weeks post exposure, that will be the most accurate reading, DO NOT get an igm or pay attention to an igm test because it often shows false positives, I know many doctors do both at the same time, but be sure you get an igg and only consider that score. Anything .91 and lower is neg and anything above 3.5 is considered positive, anything in between should be retested (all info is for igg)
