Herpes?

I have noticed these little red bumps in the hair area between my belly button and penis. I had folliculitus (folliculitis) before from shaving but not like this. The red bumps are not always red and sometimes do not go away. I have shaved that area frequently before but have not since this started happening could this be folliculitis again or razor burn? it has been months that this is going on never a break the bumps are almost always there. and always in the same area.
