I am going insane

On July 26th I had an encounter of oral sex with a parnter of unknown status.  I recieved oral sex.  After one about a week I started having Urethra discomfort feeling I needed to pee and discomfort after I peed not during urination.  Went to clinic was tested and diagnosed with NGU.  Zpak for week.  Never seemed to get any better.  Test came back negative.

All along having discomfort in Urethra (not when peeing) burning in tip, pain in lower abdomen almost like a cramp.  The symptoms don’t seem to go away. When I pee my stream starts out going to left then straightens with more pressure.  Tip of penis seem swollen, pee hole lip one side seems bigger.

I tested again for everything at six weeks including herpes.  All came back negative.  I am now at sixteen weeks.  I still have pee feeling (not as bad).  It gets worse as the day goes on.  Now I am having a lot of discomfort in testicles and my scrotum seems hot and swollen.

I guess my question is: could this be symptoms of herpes?  Could an initial outbreak last over four months?  I have spent four months focusing on my crotch!
