I have a small skin colored bump with a hair growing out of it? Help!

Hi, I am scared I may have herpes.  I've had sex with a few questionable women in my time, and I always used a condom.  I am aware that you can get std's even with the use of a condom.  It is at the base of my penis on the underside.  I'm hoping it's just an ingrown hair.  I do not trim down there and a have a considerable amount of hair on the base of the shaft.  Today i noticed the bump where one of my pubic hairs starts.  IF i tug on that paticular hair, it becomes white. I let go and it becomes skin colored and kind of sore.  I am hoping it's just an ingrown hair but then again, why would the hair still be there if it is ingrown.  I just want some answers.  I masterbate a lot.  Sometimes once, twice, or three times a day.  I am single but when I use to have sex with my ex's, the base of my penis would form little red spots every once and a while, and i figured it was just from irritation from the condom pulling on those hairs on the base of the shaft.  Could this just mean I'm masturbation too much and I am irritating the hairs.  I use olay moisterizer, and I use a lot of it.  Please help; I'm getting a little nervous!  Thanks a lot!!!
