I'm very confuse now, please help me

First, this is my second time to ask the same question here.Here is my problem, I had a sex with a sex worker 1 year ago ,and about 3-4 weeks later, my glans got some red spots, it doesn't hurt or itch, then I use some mineral chameleon to wash it ,and it disappeared about 1 week later. (I take a bath every day. I don't know why I got that red spots)
I got a blood test in June of this year(which is one year later). and both HSV1 ,HSV2 are negative for IGM and IGG, I don't have any outbreaks or symptoms during this year.
The things  I worry about  is I am a Chinese, and  I went to 3 very famous hospital of my province yesterday, and every doctors have there own opinion on how to diagnose the herpes, but both of them said the blood test is not 100% accurate and even one doctor said the blood test is meaningless. He said if I don't have some symptoms or outbreak, then I don't have herpes.and the others said that the blood test is help to diagnose, but it can't eliminate the chance that I don't have herpes. their theory really confuse me. May be Chinese doctor is not very professional in this field. can you help me to ask some expert in this field in US or help me to  post  on the expert forum.  to figure this out really help me to put this down , and in this situation I really can't do it by myself. So, please help me .
The other thing that I worry about is dose herpes always outbreak in the same area? or does it often feel uncomfortable feeling(like itch or hurt) when it outbreak? I'm afraid that I miss some outbreak.........

I tested several times, both of them are negative, so do you think I'm safe ?

Hi, blood tests are 90% and up accurate, So if yoiu think you fall into the low % that miss the test, then test again. And yes, herpes almost always breaks out in the same spot, give or take an inch.
