Is this herpes?

Hi, about 2 and a half months ago I noticed I had begun developing red spots around my thighs (right next to my scrotum). They were (and are) right next to my genitals but not actually on them. I generally assumed this was herpes, even though I had only one sexual encounter prior to these spots. I used a condom, and the encounter was at least 8 weeks before I started showing symptoms. They are tiny red dots, some larger than the other. They occasionally fade, but within hours are replaced by new spots. I assumed they were herpes, but its been 2.5 months and they haven't gone away. Also, I have psoriasis and a history of skin issues.

Thanks for any help you may provide.

this doesn't sound like herpes. follow up on it with your doctor for better answers.
