Is this herpes

I'm a 28 year old male who received unprotected oral sex about 6 weeks ago. I had a slight burning sensation at the tip or my penis and it lasted for a couple of days so I went online and signed up for a std panel test. It was four days past exposure, which I know isn't long enough for some of the tests I took but was scared, i took a chlamydia, gonorrhea, hiv, herpes 1&2 igg. All came back negative. Burning persisted and felt irritated at the base of my penis and couldn't tell if it was internal or on the skin.so went to see a doctor 3 days later. They ran a urine test and didn't see any infection but prescribed cipro 500 mg for 10 days. After the cipro the burning had minimized but my sides had started to hurt along with one night of fever. I'm very nervous about this at this point and appetite comes and goes. Also my lower stomach around my belly button started to feel like a sun burn but there was no rash or redness. While on cipro I tried master bating and it was watery with a yellow tint to it. My balls sometimes ache as well especially when I start worrying about the burning. My urination early on was strong in the morning but sometimes struggled later in the day with getting it started. I went back to the doctor and I told him my concerns so he ordered and igm blood test around 3 weeks past exposure and it came back negative. About 2 weeks later I had a bad burning urethra day so I went back and my doctor referred me to a urologists but I can't get an appointment until a month from now. I also went online and ordered an early hiv test, rvn or something, on week 5 and am currently waiting for results. My urethra (at the start of week 6 past exposure) rarely burns and hardly feels irritated for the last 2 days but my sides have had sharp pains and my stomach had bad aches like someone's squeezing it. When I woke up the last few days my lower stomach hurts until I get up and pee and it kind of relieves the pressure and almost burning sensation inside my bladder/stomach. I'm wondering if these symptoms are herpes related or should the igm test should have picked that up? Could 4 days been to soon for a chlamydia test? I'm now going on to week 6 past exposure, is it a good time to get tested again for herpes?

Also I forgot to say that I have not had any discharge and although after really intense looking at my penis and thought when I pulled the skin of the head I saw little bumps, my doctor said they weren't, but that not everyone's skin is smooth everywhere
