Is this herpes?

I had unprotected sex about 45-50 days ago.  Have not had any symptoms until now. Pain in and on shaft of penis, but not necessarily when i urinate. Urethra redder than usual, sometimes appears swollen. A few small red bumps just below shaft of penis that sometimes flake (skin). Any help or suggestions of what else I may have would be greatly appreciated.

Is this too late for a first time outbreak? The bumps are incredibly small, and its the area that is red moreso than the bumps themselves. Hope that helps.

Not herpes.... If it's that small you probably had it there forever. Stop staring at your penis.
