Is this herpes

I had sex without a condom 14 months ago and never haqd any symptoms. then last week I got a rash on the bottom of my shaft. I went to the doctors and he glanced at it said it was jock itch and tat was that. now I have a crack between my tigh and groin that burns. Could this be herpes and not jock itch? Can it take up to 14 months to have a first outbreak. please help I'm freaking ouy.
